Joint response to EC assessment on refit review of the Motor Insurance Directive

Insurance Europe and the Council of Bureaux have provided a joint response to the European Commission’s inception impact assessment (IIA) on the REFIT review of the Motor Insurance Directive (MID).

The response said that the framework put in place through the MID for ensuring compulsory third party liability insurance and the protection of road users already works well, and that this will continue to be the case with on-going technological developments, such as connected and autonomous vehicles.

On the issue of guarantee funds, the response highlighted the need to have a proper understanding of the issues at stake before making any decision, as well as confirming that Insurance Europe opposes the proposal for an EU-wide guarantee scheme.

On the opportunity of introducing standardised EU claims history statements, Insurance Europe raised objections, noting that such a statement would be both disruptive and of limited added value.
